The Imperial Household Agency cancelled the emperor’s customary public greetings from the palace balcony, and other palace events for his birthday were scaled down due to the pandemic. On the Emperor's birthday, visitors usually come to the imperial palace to offer good wishes and sign a guestbook — a practice that dates back to 1948.
